If someone is being downvoted for a simple difference of opinion (or simply because they don't believe in downvoting), is there any sort of "steem-high-council" that someone can appeal to?

Would it be appropriate for someone to tag a witness or big-fish (@themarkymark) to request something resembling a "fair-hearing"?

There is no one in charge of anything on Steem. It's a decentralized platform where everyone is able to influence the reward pool based on how much stake they have.

You maybe able to talk to the person downvoting, but if that doesn't work there isn't a lot else you can do than try to reach out someone who maybe able to talk to them.

There are no "hearings" or settlements. No one has any more authority than anyone else, not even witnesses.

Thanks for the info. I know @freezepeach (50) (3,631SP) is concerned about abusive downvotes, but they seem ill equipped to deal with the full scope of the problem all by themselves. I just thought perhaps there was some other organization or procedure or appeals process you might know of.

SFR does have a healing function. It doesn't counter downvotes SP for SP like @freezepeach, but it tries to make the Rshares of a downvoted post slightly above zero, if possible.

And honestly, delegating to them is not a bad idea if you are feeling altruistic.

They will help with "opinion" flags. As you said, they are small. There really isn't any other group that handles counter flagging.

Its people like this that make Steem hard to take seriously. So much scam attempts on here. Well atleast they don't seem to have a clue about how Steem works and wont last

exactly. Buildawhale is doing great job on trying to keep Steemit atleast somewhat clean.
Imagine a quality post noone believe just because of 30 shitposts around it with same ranking.

As of right now, I am being unfairly flagged by camillesteemer and maybe other accounts of his/hers, there are too many accounts to tag, but if you go to my posts and go to the votes, you will see the accounts. Its trolls like this that drive people away from Steemit. I don't see how they make accounts so fast to flag people when it takes Steemit a week to review you sometimes

Their flags are so small it takes 10 of them to equal 1 cent. It's best to ignore them, I'm working on getting the delegation removed, but they hade made 100's of them and they will keep coming. Unfortunately not much else can be done, each time they get approved for a new account they just flag until they run out of VP.

I am on their hit list too @aaliyahholt. There are many of us who tried to flag them, only to end up on their daily hit list. I wish somebody on top could pull the plug on them, to stop them permanently.

Not sure how to stop them from growing if no actions have ever been, or ever will be, taken to shrink their numbers down.
