There are alot to say, but first I want to say;

I think we first need a straight vote distribution on HIVE. A post contains about 50 words shouldn't reach $10 payout if we mention quality content every so often.

Agree on quality, not per definition the amount of words though…
I’ve seen 💯 posts with 5 words and a great photo, and receiving 0.02 in payout, and posts with 2000words of pure rubbish, almost just random words repeated, and receiving +10€ or even a lot more as payout.
So totally agree on the quality thing!

I can't say that I disagree, but in that context, it's hard to find a way to "prevent" it. It's not the issue of people who are creating that content, but more about the people who are upvoting. As in most cases, those are automatic upvotes, preaching manual curation is the only way to do things more "fair." Not only that, manual curation is doing a lot more in decentralizing the reward pool distribution.

Supporting automatic upvotes, following big curation trails, or delegating all your HivePower to big accounts is shooting ourselves in the foot...

You're very right about the footshooting things! And must admit I'm partially guilty of it as well (well, HP-delegation-wise I'm 80% guitly at the moment even, but that was a mistake I still have to correct :-D ).
I've been thinking as well about ways to prevent the spamming indeed...

Can you elaborate more that idea? How do you mean "straight vote distribution on HIVE"? That everyone's upvote value is the same?

No, I meant that votes should go to the quality posts.

That is very hard to achieve with a human mindset... :(
