In this case it is aphids on a tasi plant, one of my favorite native plants in my area (Buenos Aires, Argentina). At this time of the year, the stems of this plant are filled with the very long-legged yellow aphids that you see in the photo. They don't seem to affect the plant too much, at least they don't kill it, because they are still there year after year. In this case it is a wild plant. A few years ago I grew some in pots and they were attacked by the same yellow aphids, which apparently did not infect the other plants I had nearby (which, in some cases, had aphids, but not yellow aphids).
