The people living in a particular location are the major players in determining the peace of that place. Imagine troublemakers living in a city, such city will not witness peace because at the slightest opportunity for strife and quarrel, they will seize such opportunity.
In the same vein, peace on Mars is basically determined by the populace. The folks living there would determine what kind of life they live and if it is going to be a peaceful one or not.
