In short:
The system checks each voter if they're a known promoter bot (the list might need an update), if it finds one, the post is simply filtered out.
There are other filters like how many comments or votes the posts should have and if each batch should be reordered based on vote amount. I've also noticed the need for post age filter as well personally as old content might linger a bit too long in trending. All of these filters can be toggled on/off fast to see the difference between trending/hot/new categories for each tag represented in top bar.
There's many things still missing and what I'd like to apply so it's a work in progress. Ton of ideas and projects but not enough time. The usual problem of a coder.
As you seem to have high vested stake in Steem, perhaps you'd be also interested in checking out Steemgar. The product itself works but I'm having trouble attracting players to it. The main problem is the server costs; I personally cannot support more than two matches per day until players find the service and actually start using it.
