There is no one in charge of anything on Steem. It's a decentralized platform where everyone is able to influence the reward pool based on how much stake they have.

You maybe able to talk to the person downvoting, but if that doesn't work there isn't a lot else you can do than try to reach out someone who maybe able to talk to them.

There are no "hearings" or settlements. No one has any more authority than anyone else, not even witnesses.

Thanks for the info. I know @freezepeach (50) (3,631SP) is concerned about abusive downvotes, but they seem ill equipped to deal with the full scope of the problem all by themselves. I just thought perhaps there was some other organization or procedure or appeals process you might know of.

SFR does have a healing function. It doesn't counter downvotes SP for SP like @freezepeach, but it tries to make the Rshares of a downvoted post slightly above zero, if possible.

And honestly, delegating to them is not a bad idea if you are feeling altruistic.

They will help with "opinion" flags. As you said, they are small. There really isn't any other group that handles counter flagging.
