In regarding of the solution, I think Steemhunt's approach is pretty decent: users get dynamic rating according to his activity on the platform, then get rewarded by rating. Of course there's also problems, it's difficult to attract instant investors in this way, but Steem's current economics wouldn't do either.

BTW, I totally agree with you about the YOUTUBE/INS influencers. Unless they promote steem on their established platform, this doesn't make sense just by rewarding their old videos.
