I hadn't thought of having separate reward pools for content creators via (1A1V) and another reward pool for stake-holders. It's a very interesting proposition and I think it has a lot of potential.

However, I would think that if the SP holders end up having more effect on witness-votes and decisions like that, then not only would it be difficult to get decisions such as this through the stakeholders -- but it's probably only a matter of time before it gets reversed and/or otherwise corrupted by stakeholder control of witnesses.

Obviously, stakeholders have a vested interested in the direction that STEEM would move, but it needs to be balanced nicely such that they can't bulldoze past everyone else within the system. Maybe some kind of compromise so they get a portion of the reward pool (similar to the, I think, 5% that witnesses get) based on their stake...

...or maybe if 1V1A takes off, there will be enough smaller accounts that are earning a fair bit and powering up that the community itself would be able to somewhat offset high SP stakeholders and have an effective voice... who knows?
