I have a different proposal to incentivize manual curation: add a small "fee" for delegations, i.e. decrease the value of delegated Steem Power a bit in comparison to native Steem Power, in order to incentivize manual/own curation, also outlined here: https://steemit.com/steemit/@vikisecrets/hf21-eip-solution-proposal-for-bid-bots-and-delegation-abuse-add-a-small-fee-for-delegations
