If you voted after the first 5 (som 15) minutes you get penalized??? Why and in what way?

Only few can read a post that fast and decide if it is worth an upvote. My connection is low so I or the writer get penalized?

This means it is not true you can earn for 7 days. What if you use the steel bounty forever?

I cannot help but it feels as if there are more and more rules/exceptions as everyone knows... Feels like an insurance not willing to pay after the damage.

The rest of your post I find hard to understand.
Hope it all works out the way you expect or hope for.

As I understand it, the way it currently works is that if you vote before 15 minutes, then you lose some curation reward - the earlier you vote, the less curation you get. At some of the earliest minutes, you don't get any curation reward at all, it all goes to the author.
However, once 15 minutes has been reached, the earlier you vote, the more curation you earn, because if a bunch of people vote after you it's like your vote "recommended" the post as worthy of an upvote.
So, the most strategic time to vote on a post under the current system is right at the 15 minute mark, if you think it's going to earn a lot of votes.
Under the new system, that mark has been moved to 5 minutes, ostensibly to prevent from happening what @paulag mentioned - where people get to a post before 15 minutes and wait to upvote because they want curation rewards, but then forget to go back and vote it later.
But frankly, with my vote being worth two cents at these prices, who gives a poop unless you're a big fish earning lots on curation? If I earn 0.001 Steem or 0.002 Steem, or less? I don't know. I don't worry about it. It's an orca/whale problem.

It used to go to the author, but that changed to going back in the pool due to the advantage self voting gave.
This way trending gets most of those lost curation rewards, instead of the actual author that prompted the vote.

Thanks for explaining. Neither am I a big fish and to be honest I have no intention to be one either.
So this is again some benefit for the big ones. If they automatically vote they can set the time when to do so.

I look at Steem as: yes, I want to grow my account, but I also want to help other people grow their accounts. So if my vote comes in at 2 minutes or at 6 days and 10 hours - either way lessening any curation I might earn - meh. I'm happy to drop a couple of pennies in someone's jar without gaining a haepenny for myself. And unless your vote is worth LOTS, that's literally the amount of money we're talking about.

I want to grow enough to be ble to post and comment and vote and keep the 2 contests I am running alive. So I do need to earn a bit to do so.

Next I write some tips with my other account wakeupkitty.pal which hopefully help others on their way or to understand. Just made a small post about it, with my thanks to you.
